You talkin about the 1960s civil rights acts? While there were competing bills at the time, Kennedy's bill passed, largely by republican support.
Kennedy himself actually weakened the original bill before he supported it, making it more difficult to sue on charges of racism.
Aside from those bills, every major civil rights act otherwise was passed by republicans. Unless you count Obama's dubious ledbetter act that allows women to sue employers for alleged discrimination years post facto.
