i have 16 badges.. how do i get the rainbow feather..?

FYI,u don't necessarily need the three legendary "dogs" to get ho oh. u need a rainbow feather to enter the shrine. and by d way,i noticed you wasted a lot of time finding the right way to ho oh.

@charliebien how do you get the rainbow feather? Ive got 8 badges and suicune and everyone i speak to in the tin tower dont give me 1.
