The Dragonzord was dependent on the green ranger's power coin for energy. When the green ranger's powers were lost the Dragonzord was left in its dormant state. There was a clone of the green ranger that had his powers. If that clone's power coin still exists, or an alternate power sorce it could be revived.

Which black ranger? There's been about 15 or 16 of them by now. IMHO the best black ranger was the black Dino Thunder ranger, a.k.a. Dr. Thomas Oliver, a.k.a. Tommy the original green ranger, white ranger and red Zeo ranger. He's not the oldest ranger...just the best ;)

if if you're talking in actual age then no. Power Rangers Mystic Force's White Ranger holds that I believe, even if she was only a ranger for one episode. Or if you're talking in-universe ages then I think SPD's Kat Ranger holds that distinction as the character is over 100 years old. Though Tommy does have the distinction of being in more episodes then any other character including Zordon.
