It wasn't arbitrary. They both signed a letter that stated the rules, including that no notes would be allowed. If Schaffer needs notes at this point in the game, then he's an uniformed candidate. He should be able to clearly articulate what he stands for. If the voters like his stance on the issues, then he'll get their vote.

The presidential debators use notes. Most debators and speakers do use notes. Seems like a very arbitrary ruling.
