Out of all of the "water with penguins" galaxies (Loopdeloop, Beach Bowl, Sea Slide, Loopdeswoop, etc.), this one is probably the saddest. Just listen to the music!
I found it more of an issue of removing an invasive species than Mario having questionable ethics. Apex predators suddenly appearing and eating everything in sight, including the penguins that have already given Mario a couple Stars, does sound more like something Mario would decide to get involved in than outright genocide. XD
Do you think the Gringills just arrived there recently? From what the penguins said, I had the impression they were always there and that the penguins live in fear.
Penguru and his youngsters are just fine in the Sea Slide Galaxy, however.
Seeing has how the mission is called 'Giant Eel Outbreak', yeah, I kinda assumed they showed up/rose in number recently. Some of the penguins even say things like 'ever since those Gringills showed up' or 'Gringills have been terrorizing the waters lately', implying that they weren't always there.
Though there is also the possibility that the penguins are lying about the water being theirs originally and they're simply abusing Mario's trust to clear the water for themselves... XD
Oh man, when I did this level, I didn't know you could throw the shells at the eels, and I thought you had to get rid of them by guiding the beeping missles in their direction. It took FOREVER!!!!
Well, this sort of thing was touched upon in Super Paper Mario, that as he went, he failed to save certain places from annihilation...but he wasn't worried at all.
It's hard to explain. Everybody has their own definition of a hero, so it's hard to pinpoint the one "true" definition. It's...not impossible to save everyone, but it is definitely improbable. When you do fail to save someone, I guess the "heroic" part comes from not giving up and letting that setback stop you from continuing on. Sheesh, and now I'm getting all philisophical...
Even if Mario can't save everybody, he DOES have the mindset of a hero. I mean...he doesn't point a gun to people's heads and demand they give him their Power Stars or anything.
But I do wonder what happens in places where Mario doesn't visit. Mario is too simple-minded to worry about things like those, though folks like Luigi and Peach are often very concerned about it. I guess they pick up where Mario doesn't visit. I mean...Luigi can galaxy-travel without the Luma power. That's something.
Well, since plumbing doesn't make Mario much money (Considering how much he slacks off), he's gotta pay the bills somehow. I guess the Mushroom Kingdom Security fund isn't high enough...

Seeing what you said, you're absolutely right. Most likely, the Gringills arrived recently.
Of course, the penguins have a genuine Star for Mario, so they keep their promises.

I saw you took red shells in favor of green ones. What is the difference between then. Are the red ones self homing like on mario kart?

Yeah, the Red Shells home in on their targets. Mario also swims faster carrying a Red Shell than a Green Shell.

Yes, I think it did actually. I never threw any shells, and I don't think there's anything else available to kill them, so yeah.
