The Referee's stand around and watch so the players tire themselves out. They actually train you to do that in Ref courses, as well as never trying to break up a fight alone. They also stand and watch, but what you can't hear is each ref will say "got black" or "got white" and then when they have a safe oppertunity they both go in and grab the player they called to the other ref. It's mainly a safety thing.
