Sachar Committee report's aim was restricted to Muslim community only since they are a minority. Dalits still count as 'Hindus' - part of the majority religious group. Doesn't matter if Brahmins like to still consider the Dalits as some alien community separate from themselves; but in terms of Hinduism, they still count as Hindus. Congress power has been declining every since mid-80s when BJP started gaining ground starting from 4 seats in federal parliament to 120+ today.
