Xion was a puppet created by Organization XIII to try and control the Keyblade. Xion was pretty much nothing- she was an empty container that could walk and breathe. During the Castle Oblivion mess, some of Sora's memories of Kairi escaped, and made their way to Xion. That's how she got her identity (she then looked like Kairi). However, it can be assumed that since Ven was put to rest in CA, that he was mixed into her, too.
Xion's appearance kept changing because from the beginning she was nothing. At some points in the story, she was nothing but a hooded figure. In the end, when Sora's memories were manifesting her, she looked like Sora. Also, it was noted in the game that Xion's appearance changes depending on who is looking at her. This may or may not mean that Ven and Xigbar have some sort of bad history. I haven't closely followed Birth By Sleep, so I'm not sure.

The reason Roxas had a keyblade was because he was Sora's Nobody.
I know Xehanort (I know he was going to be brought up too) was a keyblade wielder as well, but I think a few other factors kept Xemnas from having a keyblade. I didn't finish all of BBS though.
However, the whole heart thing is why Vanitas looks like Sora though.

I have 1 explaination. Xion gained a face through Sora who shaped a face and emotions, and his memories into her. So what if she began to gain memories from Ven who implanted himself inside of Sora all those years ago? The true Roxas ( Or Ven) showed himself through Xion who leached off Roxas memories and life who leached off of Sora's memories and life.

they made a big misteake in this cutscene ventus doesnt have that kind of keyblade and he is holding the wrong way he holds it backwords and when xigbar says "Why do you always look at me with that glare?" he says that because in bbs ventus makes a face at braig at the end of the game only scene in aqua and ventus profile
You see ven in that cutscene because SPOILER ALERT: different people see xion as different people that connect to sora's heart. Apparently, Xigbar sees xion as ventus. Roxas sees xion as xion because they're friends. At first Axel just sees her as a puppet but as they become friends her appearence changes to him.
I they Xigbar still remembers Ven from the time in birth by sleep and is just imagining it was him but there is one thing i need to know what happen to make the organization 13 because in birth by sleep all of them are in there but is just a few years before kingdom hearts one so there must be an event the turned those people into nobodies
There are just too many reasons to love kingdom hearts... Only thing I don't like is that you need every console on the planet to play them -_-' (gotta save up for the 3DS...)

I heard BBS stinks from some, and from others, it's teh bestestest thing. So IDK. Loading time = fail. Battling = win. IDK! I'll probably borrow that one too. Haha
@iloveroxasaxeldemyx BBS is a pretty good game.The load times might be a bit long without the Data Install (or unless you play on a PSP with CFW) but like you said the battle system is great. I would wait for BBS Final Mix tho if your gunna buy the game.

*spolier alert* this is because when sora stabbed himself he didnt become a heartless since he had ven's heart from bbs,so for whatever reason roxas looks like ven and since xion is a replica of sora/roxas she looks like him,xigbar sees xion as ven since he remembers him from bbs whenhe was braig,im pretty sure thats 80% accurate

Xion initially resembles Kairi, who was Sora's strongest memory at the time of her birth, though her physical appearance eventually changes depending on who is viewing her and who they have connections with. Roxas, Axel, and Riku see her as Xion, while Xemnas and Xigbar see her as Ventus, and Saïx sees her only as a hooded doll. As Naminé stated while talking with Riku, Xion's face was originally blank, until Sora's memories found their way into Xion and she gained an identity.

they made a big misteake in this cutscene ventus doesnt have that kind of keyblade and he is holding the wrong way he holds it backwords and when xigbar says "Why do you always look at me with that glare?" he says that because in bbs ventus makes a face at braig at the end of the game only scene in aqua and ventus profile

You see ven in that cutscene because SPOILER ALERT: different people see xion as different people that connect to sora's heart. Apparently, Xigbar sees xion as ventus. Roxas sees xion as xion because they're friends. At first Axel just sees her as a puppet but as they become friends her appearence changes to him.

I they Xigbar still remembers Ven from the time in birth by sleep and is just imagining it was him but there is one thing i need to know what happen to make the organization 13 because in birth by sleep all of them are in there but is just a few years before kingdom hearts one so there must be an event the turned those people into nobodies

@MEbesti: There's quite a few games for DS I want. This one, TWEWY, and the Pokemon D/Pe/Pl. But I've beaten all three... Replay value is killing me. I think for now, I'll just wait it out.
I heard BBS stinks from some, and from others, it's teh bestestest thing. So IDK. Loading time = fail. Battling = win. IDK! I'll probably borrow that one too. Haha

@iloveroxasaxeldemyx BBS is a pretty good game.The load times might be a bit long without the Data Install (or unless you play on a PSP with CFW) but like you said the battle system is great. I would wait for BBS Final Mix tho if your gunna buy the game.
