do those people "own" their homes as per housing privatization in the 90's or are they still "rent" on discounted gov't/SOE housing? If they are just tennants, they would be evicted with month notice even in the US.

*Before the 90's most ppl in China live in Gov't/SoE housing with nominal rent of less than $5 a month, in the late 90's, housing was privatized by offering them option to purchase at 1/20th-1/10 the commercial price. Most ppl went for it, some didn't.
