The only reason this may be not a bad thing (kinda, sorta) is that this story puts the spotlight on the area. And if something happens to her, it may spark a large enough resistance against them. Not strong enough to stop them or even slow them down, but enough to be a huge pain in the ass.
Maybe the cartels would just kidnap her, hold her for a week or two (hopefully, with no rape), scare the crap out of her, then release her.
(Is it bad that I would consider that the best case scenario?)

People are afraid of reality. That's one the primary reasons they use drugs.
This brave and admirable lady is not only facing drug cartel violence in the streets, she's facing corruption influenced by the cartels within her own police force. Remove the tentacles of the cartels first and law enforcement will improve its odds of gaining the advantage.
But ultimately, the will of the Mexican people and their combined courage to overcome is far stronger than the drug cartels could ever be.
