It is definitely Spader. Listen closely to the part at around 0:30 when he says "..making love in the morning" and you'll recognize it for sure :)

It is him. Directly from his Imdb page:
"Frasier" .... Steven (1 episode, 1994) - Slow Tango in South Seattle (1994) TV episode (voice) .... Steven
I know it's short, but they used to have guest stars as callers on the show and list them in the credits of the final episode for the season.

@joymora They listed it in the credits for the episode. What they'd do is list all the celebrity callers along with a black and white photo (if they had one) for the season finale. But they'd credit celebrity callers in episodes that they appeared.
