I think the Myanmar gov. does not want to totally destroy the guerillas for the following reasons:

1. It would be too expensive for the Mynamr gov. to pacify the rebel areas. Not only economically but also politically.

2. The rebels and the gov. do great business in the drug trade. Myanmar serves as an excellent base to grow and process drugs and the DEA cannot get rid of them since they are protected by teh myanmar gov.  Also the myanmar gov. gets a good cut from the drug trade.

This report is the facts ,its really happening to Kachin people, My parent had to walk tow days to escape from the Burmese Army. They destroyed and burned houses in our village. Two of the villagers had been shot and some villagers including church pastor were arrested and they planted landmine in the church . U Nu ( former Prime Minister) announced Burma to be Buddhist country and forced the Kachin people to be Buddhist was one of the main reason for Kachin started fighting against Burmese
