Picking up the heel and raising the toes creates an unstable posture. To make a grounded connection the feet should be kept flat, otherwise you are tipping yourself over the Dan Tien in both direction.
@Rhan5 You are right about this, but this isn't a Thay Chi form, but a walking Chi Kung where the stability is not the primary thing, but the energy development.
