@Andrew09091990 two reasons. first of all, i had never seen a three-lane highway before i saw it in sweden. in my country, highway usually have 2 to 5 lane in each direction, not 3 in both directions. and also in my country, overtaking lanes are not typically covered by snow as you can see in this video.
