Windows doesn't actually delete any files but simply forgets about them and allows them to be overwritten by other files. This means that, if they aren't overwritten, then they are still there on the disk. So, you can delete e.g. a picture, and that picture is in the "free space". New data replaces free space - old stuff you had and that new data is overwrited. The file you delete may be there for 2 days or 2 years, depending on when new data will be overwrite THAT info.

I installed something which made a Copy of the stuff in the start menu(inside the start menu itself). So i deleted the copy and then went to the recycle bin and deleted it from there too.

Now my start menu is empty.....................

When you delete a file FROM A FLASH DRIVE (as opposed to a hard drive), by default, files are Permantly deleted. Meaning that they become unrecoverable.
