Yeah, this game is in Japan, though they only made Fire Emblem 6 and earlier games in Japan, FE7 and following are all available in other countries. And it's possible to have made this using FE7 or FE8 which are two of the three for the Game Boy and have this layout. (FE6 is the other one.)
