Comet cleanser is more of a hazard to the enviorment. When we would go on trainning runs that required release of chaff (not very often) it would only be despenced over mountianess areas as to not be a nusance and mother nature was more effective in its breakdown.

CHAFF is SOLID. You can't "spray" it, any more than you can "spray" teaspoons.
It's made of metallicized fibres just over an inch long. It isn't poisonous, and breaks no regulations.
