Now, before I became an atheist, I fulfilled all those parts. I called Jesus Lord, I trusted him, in a way I received him, I repent my sins (I still do, just not to God), I was open about my Christianity and I was baptised. So technically, I was a born-again Christian. About 1.5 billion Catholics still are.
My point is, you always make excuses every time it doesn't fit your exact religious views. "Catholics can't be born again, because they accept the scientific fact of Evolution, while I don't"...no, Monte, it is YOU who are wrong and go against God's Word. Not all those rational Christians.
