@paulmkelly When they were first launched in 2001, they were available to the public. However they didn't sell as well initially so they were instead aimed only at employees (which is somewhat remarkable for a major corp), I don't know if there's a fixed release schedule, some are created for specific milestones and/or departments--examples: first store in Alaska, the law department, Target India, etc. Some departments use them as motivator-gifts. Alas the public can only get them 2nd-hand.
@Wolfdrifter1 When they're first released the cost around $8 unless they have a lot of extras (the Alaskan dog actually came with a large shopping cart to sit in, so it was $20). On the second-hand market they can be much, much more expensive. A few of those would go in the hundreds now.
Are these only available to Target employees? How often are new dogs released?
