Those are actually Gakupo and Luka look alikes and they're from Macross Frontier, Sheryl Nome and Alto Saotome.

28 and 36 both look like they're from Macross 7 with the guy singing into the mic. Although at 28 there is a fast transition and if you meant the girl dancing on a stage, She is from Tenjou Tenge and the stage and background is from Angel Beats.

Its a mashup of about 30 songs by DJ Masa. Google masamixes and you can find his webpage and he offers downloads of the song and lists all the tracks used.
