It is definitely Buenos Aires (Argentina), no doubt about it, besides disguising signs is no big deal, either physical or CGI. Most shots taken at "Diagonal Norte" in the capital. As of other monster ads are made in other parts of that country. Looks like it is much cheaper there to produce.

OMG! Love this song by the Chemical Brothers. As soon I watched this commercial, I rushed to my room, searched everywhere to find it, and pop it into my stereo. I forgot how awesome "Surrender" really is.
Anyone recognize the city where this was shot? With the exception of the Broadway and ?2st shot I believe this video was primarily made in Buenos Aires. If you look down the street before the bus passes through there is a white Ford Falcon parked on the corner. When's the last time you saw one of those casually parked in a city in the U.S.? The building shots are in the Puerto Madero area of the city next to the Hilton hotel. In fact, right next to and behind the hotel...
Also on the street shot before the bus notice the blue signs with the letter E on left and right sides. This stands for "Estacimento" or parking for english speakers. Definately my 2nd city of Buenos Aires...
Last observation. I was fooled at first by the Broadway and ?2st street sign. Its an overlay. Note the black and yellow car waiting for the pedestrians to walk through. This is a typical Buenos Aires taxi and also a Fiat which isn't sold in the U.S.
While I like the song, I think this spot and it's brothers are being too serious for their own good. Plus the "rebel" in this spot is more like a hair/watch model than a worker. That being said, I wish I was that man. Would I be that man and use their site, no, but damn I'd kill for his perfectly quaffed do.
And I'm supposed to do what when I watch this commercial? The buzz is that this is supposed to rival the 1999 superbowl ad from Monster, but I fail to see the comparison. "When I grow up" was funny, made me want to take action and was much less opaque than this arthouse film.
