I'm not sure whether it's still for sale in game shops, but on the internet there should be enough places to buy it, whether it's new (Steam), or second hand (Ebay).
Dude the only thing in the entire game that would make it even remotely an artifact would be the book, Fall of the Snow Prince, and even there the spear itself isn't the focus of the story. Saying it's more than just a rare level item is like saying Benjamin Franklin's toupee should be in a museum. Chillax, it's not that serious.
@gluemonster300 I would say that in technical sense it's an artifact, only because it belonged to a powerful and unique warrior, but the plainness of the spear and frailty of the enchantment make me say it's just a normal weapon.
@lastvaquero yooo you forgot some.. theres a quest for thirsk and you have to go kill this one thingy -.- aha ik its kinda late but i just found out and yeah i got this sweet item after killing if aha and also i got nice items behind the building of thirsk in this tree stump look alike.. kinda old but hey when im bored i explore xD

Just buy Morrowind Game Of The Year edition, it has all expansions and it is very cheap nowadays.
