Actually this is the 2nd address from Clinton's Oval Office. The 1st one he announced from the Oval Office was in February 15, 1993, about the U.S. economy.

The 2nd one took place on June 26, 1993, where Clinton was announcing a cruise missile attack on Baghdad because the CIA confirmed that Saddam Hussein sent his agents from the Iraqi Intelligence Service(IIS) to kill former U.S. President George H.W. Bush through a car bomb while on a visit to Kuwait two months early. Too bad it failed lol.
