They make the false assumption that a person who does not strike back, after being struck, is afraid of them. Some people simply do not like to argue and fight. When the victim won't fight, the bully feels empowered, or even entitled to do what they wish. Notice how the larger boy introduces the smaller boy to concrete, and simply walks away, when he could have killed him.

After school, I was approached by ONE kid who picked on me. Suddenly, I was attacked by FOUR! Our gym teacher stopped the fight. Not because we were fighting, but because it was an unfair fight! I then had to fight my bully one on one. Wanting to end the fight quickly, I broke his wrist. Nobody messed with me ever again.
