Sparkle Lee was the first female boxing referee in NY State (1995) and is still doing it (most recent event on 1/31/08). In her day job, she is a NYC police officer.
The referee allows the fighters to engage after a break before they are completely separated. She does not give the fight command before Noriko starts punching. I believe the referee was not in command of this fight.
Whats the big deal here? Just a couple of dudes fighting.
