Awesome speeds :) Fastest I ever got is 700 kbps. Do you mind telling me which country you live in? I reckon that plays a big part in determining your torrent speeds. I live in Australia, so my torrent speeds rarely exceed 100 kbps, since most content originates in the US or Japan.

you realize peerguardian is worthless, right? there's no way you're blocking every bad ip. not only that, but you're blocking legitimate peers as well. if you look at the log, you'll see seedbox companies and a bunch of people downloading from universities. it's a false sense of security and you should really stop using it. your isp can see what you download regardless.
