1. lift your forearm vertically as far as you can so your doing a "high five".

2.twist your upper arm through your shoulder without twisting your wrist as far as you can clockwise.

3. extend your arm outward and your palm will be facing upward and you have not twisted your wristed.

I can do it by twisting my whole arm (wrist doesn't twist at all), but I assume there's an unstated rule that you can't lift your elbow off the table. If so then I'd just put my arm in towards me, and flip my whole arm over so my hand is on its back (similar to the solution, but there is no superficial rotating of your wrist which technically does happen in the solution, even though it's not noticeable since it's done in steps).
