i believe you are still not clear with your presence in Afghanistan. The Talibans didn't exist at that time, it was the "Mujahidins" holy warriors defending their country against the Soviet occupation by force. It wasn't something that was achieved under than umbrella of United Nations.

Soviets installed the communist government in Afghanistan by supporting them militarily, administration wise, all the important posts were given to Soviet trained communists like Memet KGB code name for Afghan Communist interior minister Gulabzoi in the 60's before they even came to power in the 70's. These communists cleaned the path for the Soviets to come and take over. One of our Communist president Amin didn't accept the Soviets army to enter Afghanistan he was killed in his palace.
