I thought so too at first, but I think it may be 'blowing coat' for the change of seasons... the other one looks a little patchy too.

when fox change their fur they get this grey/black looking fur which falls off later on
and then they get that beautiful red fur.

Sometimes it's hard to watch, but I worked at a vet hospital, and knew several happy 3-legged dogs.
I think they don't know any better, and do just fine.
