Based on my own analysis (with the least bias possible and educated one at that), there are 4 major criteria for getting the most (gold) medals:

1. the nation's GDP

2. the nation's population

3. how much the country supports the athletes (in terms of extensiveness of program, financing, etc.)

4. host country advantage. (statistically IT DOES count)

If a country excels at those 4 criterias, then it is EXPECTED to get lots of medals in Olympics.

Now, if we calculate the first 3 criteria, USA and China would come out pretty even, but the fourth factor made China having better results in Beijing 08 Olympic. Nope, USA did fully participate the 1988 Olympics. In fact, very few countries boycotted that particular Olympic(1988), especially compared to the last 3 Olympics (1976, 1980, 1984), and above all, the boycotting level was very similar (which was very low) to that of next Olympic in 1992.

If you look closely you will see that the end of the arrow in the target is cut off making it much easier to do the shot. If the target arrow had it's original pointed tip with a nock mounted it would be a lot harder shot. He does have nice form.
