The photons themselves don't experience time, but that's different from the time we talk about in velocity. We see the photon travel a distance in a period of our time, therefore it has velocity.
Thinking on it, photons don't have mass so they can't have momentum.

I have a theory,that there is no mistical dark energy, after the big bang the universe expanded very fast, then the garvity starts to take hold and slows it down but its too little to late. As the galaxys fall out of each others grip/feild they become like leaves in the wind free from any resistance. My theroy is that its the force of light that is pushing and speeding up the galaxys just like a solar sail and over some thing the size of a galaxy i think that this efect could be huge....

theres 4 forces ..all act upon atoms
the weak force - radioactive decay with the help of W- W+ Z0 bosons
the strong force - holds the quarks together with gluons and holds the nucleus together with virtual mesos wich are hadrons.
electromagnetism - causes charged particles to interact with the help of virtual photons

its most likely interaction between matter and gravitons ...and maybe they somehow interact with space time ..
