The only 1 reason why the brutes were not in Halo 1 was because, at this time, the Elites had proven their worth by destroying the planet Reach and killing off some Spartans; however, when the first Halo ring was destroyed by John-117, the Covenant saw that using the Brutes for combat would be more of a good idea than leaving them for guard duty and prison guards.
