Stephen isn't entirely joking. It's a send up of the disgusting Thatcherite era, when Britain was infected by the same "the market is God" cancer that Reagan brought to America.
Most of the comments are probably honest, because most of YouTube is morons. The cherry of hope jab in the description was meant to ridicule the people who honestly say things like what Stephen Fry says in this video. Sorry if nobody's posted to explain that yet.
