Well, I live in California, and the connection routes through New York to Germany.

I had the same issue, so I just upgraded my DSL account, and it works fine now.

no scope is when u take a sniper (not cross hair) and just shoot, the old manga has this feature, but since the new update MF removed no scope which meant when u try shooting no scope with sniper, the shot goes anywhere.
