There were survivalist groups around at the time, but not alot of folks were banding together to fight. Most folks who would become militiamen and women were sitting in their living rooms, watching in abject horror as the events unfolded on CNN.

They are training and organizing themselves without the resources or assisitance/interferrance of uncle sam. It is unconstitutional and historically inaccurate to state that no government intervention is a true constitutional militia. However, being that organizing the militia is the State's prerogative, it was to NEVER be the federal government's prerogative.
