Gta 4 has better graphics (cause it's from 2008) , has some better cars, guns and map texture.

I'd honestly pick SA, with the obvious exception of IV having better graphics, I'd also say Niko was a more structured character than CJ, But SA is just too much fun the map is fucking huge, customizing is great, the soundtrack is my favorite of the series, you can parachute and use a jetpack!
