I disagree. I live in Jp & I find the police to be great human beings unlike other countries where cops are brutes. I also find the cops here to be highly competant. Of course, there are some bad apples but on the whole look at the record which country has the lowest crime rate? Japan. I go to Tokyo, one of the biggest cities in the world, & find little kids riding trains safely by themselves and women walking unconcerned at night by themselves.
