Easy answer. The IDF wasn't admitting it was using white phosphorus in gaza at the time. Therefore he couldn't answer that question.
In retrospect, it turns out the IDF was using WP....as a smoke agent. Read the goldstone report testimony. White phosphorus is a great smoke agent, and one of the only ways to screen troops without using artillery, which would have killed many more civilians. Snow is still a douchebag

Hamas, puts civilians in the area, tells them that the Israeli's are bluffing and ensures them that they are safe. Israel has no knowledge of this, and proceeds. It's like taking your dog and throwing him/her in front of a moving car!
Here's another scenario, Hamas goes into a school, and launches rockets from the roof (it doesn't really matter where in/around the building they do it). They get the hell out of dodge. Naturally, Israel fires back rockets. You get the picture.
