It's region. NTSC is North America, Pal is Europe.

it's just that with a modchip you can make actual textures instead of just swaping already used ones in the game.

i did a weird texture hack accidently once and ive never even heard of a modchip!! i was in the middle of a game and then suddenly both of foxs eyes went red!! and no it wasn't that red thing that he only has on one eye but i did think that at first!
