Someone tipped me off that this song is about California history when the Spanish had 21 missionary's along El Camino Real which makes sense as Frank writes about it and California history in other songs. The singers he referenced were American Indians tribes and 22 unidentified tribes have legends that were of the oral tradition which sometimes were passed to generations through singing or chanting.  The tongues were all gathered, you get the idea.
