That's a prototype test vehicle, not a spy vehicle. Car manufacturers will cover parts of prototype vehicles with heavy black bras that sometimes cover the entire front end. They also load the vehicle with probes on the exterior of the vehicle to test all sorts of stuff. If spys drove around in cars that looked like stealth bombers, wouldn't you think they would get figured out.
