Now I have to make you look stupid again: These fish were experiencing slight "ammonia burn". Many species of fish, especially goldfish, will supplement the oxygen in their water for oxygen in the air (by going to the top) when levels are low.
Fish swimming at the top, or "gulping" is a sign of high ammonia and/or nitrite/nitrate levels. Goldfish excrete ammonia in their feces, which bio-degrades into nitrates and nitrites. When the gills are damaged, the fish feels like it is not getting enough air, even though there is enough oxygen in the water. They stay near the top where the oxygen content is higher.
