You got me thinking too, perhaps it would be wrong to close the zoo because of the good work being done in keeping dieing species alive. If it is the best they can do then they can't do anymore. It still doesn't it make it right. Perhaps the government through its people should invest greater resources to make the zoo more accommodating. Wouldn't you rather see them playing happily and naturally rather than being mentally incapacitated, possibly for life?

Look up Dubbo zoo in Aus. All the animals in that zoo appear to be comfortable, relaxed and go about their normal routine. This polar bear is being subjected to torture. It is clearly not happy and very much in distress, look it up. i disagree with the culling of kangaroo's. it is due to overpopulation. i was for the relocation. killing koala's? i am unaware if it is true however i very much doubt it. their population is in decline. it is one thing to cull animals to bring their population to sustainable levels and it is a completely different thing to parade animals in disgusting exhibits for the entertainment of people. I have seen your other video with the tiger and it is in pretty much the same state as the polar bear.
Tennoji Zoo designed the animals's habitats as natural as the wild. "African Savannah Zone" is the most popular site in the zoo. There are lions, hippopotamuses, rynocerous, giraffes, chimpanzee, zebra, hyena, elephants, penguins ....
If you fail to see the negative impacts on the animals in treating them in such a way, torture by confined captivity, then i don't have much hope for any other exhibits. you have to agree this is not right, period. wouldn't you rather die than be held captive in such a way? if the other exhibits are better than i apologise for the blanket statement. i was just surprised japan is allowed to hold animals captive in such a way in this day and age.
It semmed to be summer in this video.. do you know if the zoo is paying attention to temperature control? Also, how the deep is the water? I know that the bear would need to dive in order to regulate his body temperature if it is hot outside...Poor dude

This zoo was built in 1915.
It is an experienced zoo with the history.
A lot of animals (about 1000 animals) are alive very very long in this zoo. It has successfully Polar Bear's breeding.
You should secure places to live of all animals here because you say that this zoo should be closed.
It is extremely difficult.

After this zoo closed, where should animals go?
When they were released into the wild, most of them will be killed by humans or die (hunger death) within a few weeks.
Many of them doesn't know how to get food.
Zoo is also animal shelter. This zoo takes admission to serve their food expenses (about 5$).
This white bear seems cross this day, because there is no water, and it can't be swum, water is usually filled, so he's good-humored except this day.

This zoo is municipal ownership and is managed only by tax money and the entrance fee. It's never managed for moneymaking.
torture? Did you see actually at this zoo? I love animals and went to this zoo many times, there is no such fact.
You should not judge by only one side of videos.
The greatest unhappiness for all animals is absence of foods and places where they live.

I have been to Australian many zoos.
Those zoos were very good.
But... The country which abuses kangaroos and koalas as destructive animals recently. Oh, look who's talking!
There are also several ideal zoos like Dubbo zoo in Japan.
For example "Adventure World" in Shirahama. When it's compared with such zoo, Tennoji zoo isn't ideal. But it is wrong to tell to close.
