@jzanedz First, the randomizer in TGM2 makes six attempts at producing a piece that doesn't match the last four already given. The next I piece probably isn't too far away. Second, when it DOES come is actually the problem. TGM rotation didn't have floorkicks until TGM3, which means that with instant-drop unless you pre-rotate the I piece it will NOT rotate unless there is a two block gap below the third block to the left. It's not being bailed out, it's giving it a place to go.

It's not sped up. After the 500th level, the game mode switches to 20G, which means the pieces don't fall at all; they start off at the lowest position before they place. All the player has to work from is the piece he sees is coming up, he then only has a split second to rotate and place.
