I guess you've got a point. The thing is in most countries once you're a citizen or get the nationality then you can play for the national team (Chris Kaman for germany, Serge Ibaka for spain...). Noah was asked by the US and Sweden to play for their national teams but he chose to go with France. Also, the French West Indies are French territories meaning that players coming from there already have the French nationality and to be honest a "true" french team would probably sucks.

Johakim Noah is American, swedish, FRENCH and his grand father is from cameroun.
Boris Diaw has two nationalities: FRENCH and senegalese.
most of the other players are from FRENCH west indies (Gelabale, Pietrus, Batum, Seraphin...).
All this to say that you can be black and French too.
