No. This was an original design which I use no more. See "The Final Jib!" and "Pan and Tilt head test" for my latest design. There are no plans for that online either, but I will post a video explaining it's construction.

It's really difficult to achieve both pan and tilt at the same time. A good start would be to choose one for starters and then eventually add the other. I started with tilt. Good luck!

Yes bharathjames, the pan & tilt head can be mounted in the "underslung" position. My goal was to get as much height as possible, and so I chose the over slung position.
