I think he chose the targets for a country that had poor accuracy missiles i/e Hartford should have landed in NYC and Ft Myers, FL should have landed in Miami.

@123Blackkitty EANs are only used for if the president is requesting to speak. Otherwise it will likely be a Civil Emergency Message or Civil Danger Warning
