You'd be wrong. In 1899 J A McWilliam published research suggested that the heart could be regulated through electric current. In 1926 Dr Mark C Lidwell and Edgar H Booth (both Australian) created the first pacemaker, which was used to revive a infant. In 1950 John Hopps tested a pacemaker and obviously many people have made imporvements since none of which are Indian.

It is widely believed confirmed by sources inside of India that India influenced the other votes. The outgoing English president spoke to the pakistan and South African boards a couple of weeks ago and they indicated they would vote in favor of Howard, they then voted against him, so obviously something has influenced the decision.
