No. You can record until the file size reaches 4 GB, which takes roughly 30 minutes. The higher frame rates have lower resolutions and therefore about the same bitrates, so the 30 minute rule applies for all the frame rates (300fps, 600fps, and 1200fps).
This was filmed with a Casio EX-F1. I paid $1,000 for mine and picked it up from a local camera store. Casio has an EX-FH20 that is a little cheaper but the high speed video isn't as high quality. That's pretty much all there is in a consumer level price range.
I rendered this in .wmv 3 MBPS format with Sony Vegas. I think the relatively high quality is partially due to the fact that the camera is on a tripod for most of the shots, which makes for easy video compression since the background mostly doesn't change from frame to frame.

The video is recorded as a .mov video file with H.264/AVC encoding. It automatically plays back at 1/10 real-speed if you record in 300fps mode.
