It provided defense contractors with billions of dollars for research and employment. We were told by a dozen different countries' intelligence agencies that terrorists were going to crash planes into buildings in the U.S. Following 9/11, Bush, Rumsfeld, Rice, and others in the administration all stated that they couldn't have had any way of knowing to expect an attack like that.
